The former Bradford City midfielder is expected to complete his move to Ninian Park on Monday subject to a medical, reports the BBC.
Whalley was one of 16 players released by Bradford and is set to be Cardiff's first summer signing. He is a left footed midfielder and was one of Lennie's top targets.
There will be no fee involved as the player is a free agent.
Lennie is still waiting for an answer from Tony Vidmar. The Australian international has been offered a contract by cardiff City and his answer could come at any time.
