Marco Weymans, an attacking midfield player, has signed a three-year deal with the Bluebirds and joins from Dutch giants PSV Eindhoven.
The 19 year old has played at several youth levels for Belgium and will go straight into Cardiff's development squad when he arrives in South Wales.
He becomes City's sixth arrival this summer. The others being Sammy Ameobi, on loan from Newcastle, plus Idriss Saadi, Gabriel Tamas, Semi Ajayi and Jordan Blaise.
David Marshall stayed, as did Kenwyne Jones. Eoin Doyle made a late move out on loan to Preston while Rhys Healey moved to Scotland to play for Dundee in the SPL, also on loan.
