Hammam hoped builders would have started work by this stage on the foundations for the 30,000-seater new home for the club.
But with the exact terms and conditions of the contract still to be rubber-stamped, Hammam explained how his hands are tied on bringing in the players he and manager Lennie Lawrence want for the coming 2004-05 campaign.
And he says the problems will be compounded by the fact Premiership hopefuls Cardiff will be playing in a much tougher Division One this time around.
With the Bluebirds rumoured to be in excess of £25m in debt, Hammam knows the need for a new ground is critical in his planning for the club.
"I have to say that I'm very frustrated. I really do think the stadium should have started by this stage," said Hammam.
"The fact that it hasn't really has disrupted our planning for this summer and what we want to do next season.
"As things stand, I don't know how much every little thing is going to cost. We have to sign a contract with the contractors, but I still don't know the 'in' money and the 'out' money.
"We can talk about rough figures and of course we have an idea.
"But the difference between rough and exact, whether in terms of income or expenditure, is millions.
