Rangers boss Ian Holloway has explained the clubs position in selling Langley to the Bluebirds.
"The Bosman ruling has forced this situation upon us and we simply couldn't allow there to be any chance whatsoever of him leaving for nothing in the Summer.
"We have agreed a very good deal for the club and although losing Richard Langley is a blow, it does give me the opportunity to bring in two excellent players to help move this squad forward.
"In a depressed market we are getting good value and the opportunity to plough funds staright back in to squad reinforcements. If Richard had been allowed to leave for nothing in the summer, such an opportunity would have been lost.
"Naturally, I would like to offer my thanks and best wishes to a player who has served this Club well. I know that he will be missed by supporters and colleagues alike.
"But now, as far as I am concerned, it is not about what you lose but what you bring in and I am only interested in taking this club forward and building a squad capable of getting us back to Division One.
"Hopefully I will be able to secure the services of two excellent players which I would not have been able to do under normal circumstances."
At the time of writing (11:15am) we are still awaiting the confirmation that the signing of Langley is complete but Cardiff City's official website says
"QPR midfielder Richard Langley is currently undergoing the final part of his medical and if that is satisfactory he will sign later this morning."
Lennie Lawrence is extremely happy with the signings of Lee and Langley saying

“I’m surprised but very pleased we’ve managed to secure Richard, He is a fine player who I believe will give us something extra in the midfield scoring stakes."
It's reported that Langley will cost Cardiff City £250,000 with another £200,000 being paid after a set number of appearances have been made.
