Rotherham boss and former City player Ronnie Moore has blocked any move after his squad was reduced through injury.
"I have 17 fit players and nobody is going out right now," said Moore. "Maybe in a week or so, but not right now."
New rules mean City could sign a player on Friday and he'd still be eligable for the FA Cup. Previously there was a 7 day rule.
