A fee of around £300,00 is thought to have been paid for the full back who signs a three year deal.
Quinn told the official website: "It's nice to get the deal done and I'm delighted to be here.
"After speaking to Cardiff and coming down to see the new stadium, I was sure this was where I wanted to be.
"I'm just looking forward to getting settled in Cardiff now and starting pre-season training.
"It'll be great to meet all the lads and start work and I'm really looking forward to starting the new season."
Quinn's signing capped a busy week which started with the departure of Roger Johnson to Birmingham but then saw three defenders arrive, Quinn, Mark Hudson and Anthony Gerrard.
