The move, subject to a medical, has been confirmed by Peter Ridsdale.
"We agreed a fee with Preston, Paul has accepted the personal terms offered and he is due to have a medical on Monday," the City chairman said.
Parry is set to sign a three year deal for a fee thought to be worth about £250,000.
