Ross McCormack pulled one back for City who played better in the second half and Michael Chopra nearly levelled.
Marshall's poor goal kick in the 28th minute allowed Burgess to square for Hughes to finish. Marshall made a terrible error in Portugal during City's defeat last weekend and his place must be under threat. Just before the break Harley set up Hughes for his second. There was very little for City to cheer in the first half.
There was no Mark Kennedy in the City squad with Dave Jones confirming after the game that he was in talks with Ipswich Town. There was also no Jay Bothroyd but it was revealed that Jay has an arm injury and didn't travel as he aims to be fit for the visit of Deportivo next Saturday to the CCS.

Dave Jones made changes during the 2nd half but Ross McCormack managed to pull one back for Cardiff. Michael Chopra went close but City ended up the losing side.
It wasn't the greatest of games buy Jones is happy to see these performancs now when there are no points riding on them.
"We made two poor mistakes today after being in possession of the ball," Jones told the official website, "but it is better to make those errors now rather than come the start of the season.
"We didn't test their keeper as often as we should have in the first half, but by the same token, I don't remember Marshy having to make a save either."
He continued "We haven't won or lost any points today so in that sense, the result doesn't matter too much. I've seen it happen many times before; if you pay too much attention to pre-season results you can end up with egg on your face come the start of the season."
Cardiff end their pre season campaign at home next Saturday against Spanish opposition.
