Cardiff City have been linked for weeks with a possible loan move for Evans who has just signed a new contract at Man City. He played for the first team in their 2 - 0 Uefa Cup qualifying win in the Faroe Islands last week.
But Mark Hughes has decided to keep Evans at Eastlands and not loan him out.
"He's been excellent in pre-season and we're delighted we've secured him," said Hughes.
"I think I'm going to frustrate quite a lot of teams at Championship level because he won't be going anywhere in this window."
He continued: "His ability is demonstrated by the amount of phone calls I've had from Championship teams trying to get him out on loan."
