The signing, once confirmed, guarantees the support of the council if Sam gets the planning permission needed to build City's new home.
With planning permission to come from the council who have just given Sam their backing it looks very favourable.
Sam can now push ahead with the major impact reports into the retail and traffic developments. These reports alone are thought to be costing over £1m.
The new stadium will start off at 30,000 seats and have the ability to increase to 60,000. The whole complex will include retail outlets, a hotel and other leisure facilities.
