City's current keeper is expected to start the game tonight ahead of City's former stopper Neil Alexander.
Marshall last played for Scotland 5 years ago but injury to Craig Gordon and Allan McGregor's international banishment means Marshall is back.
Ross McCormack could also start the match as Scotland look to finish 2nd in the group behind runaway leaders Holland.
"Not only is a good player but he is a goal threat," said George Burley about McCormack. "And we have maybe lacked goal threats over the years. Ross gives you that wee bit extra."
McCormack scored for Scotland in their 2 - 1 group win over Iceland earlier in the year on just his 2nd cap.
