City boss Malky Mackay said: "I have watched the penalty incident on television and Carlos Edwards had his hands held high when the ball from Robert Earnshaw struck him.
"The ball definitely changed course. We should have had a second penalty five minutes later when Kevin McNaughton was brought down.
"If that had been outside of the box we would have been given a free-kick. But we showed the spirit there to get a point."
But Jewell was unhappy that it was awarded and said,
"We have to take these setbacks on the chin, but I am disappointed because of the manner of the result.
"The linesman gave a corner and the referee didn't give anything and, after a massive confusion and howls of penalty shouts from Cardiff's players and supporters, he somehow came to point to the spot.
"I think Robert Earnshaw has kicked the ball against him from a yard away so to give handball for that is a ridiculous decision. If the opposition score a great goal then fine and you take your hat off to them, but I'm irked that we didn't get three points.
"Up until the penalty I thought we were in control of the match. At 2-1, we should have scored again but their keeper (David Marshall) has made a couple of good saves.
"If we win our home games coming up then this is a good point for us."
