Specialists have assured Ledley - whose contract is due to run out next summer - he can carry on playing in the short term without further damage.
The Fairwater-born Wales star, 22, will be in Cardiff's squad at Middlesbrough on Sunday and for the Christmas programme.
But Ledley, who has not agreed to City's latest contract offer which would double his wages to around £10,000 a week, needs to work out when to have the surgery.
Medical sources suggest it is highly unlikely both hips can be operated on at the same time with each of the two operations requiring four months of recovery.
