The Dutch centre half moved to Celtic a couple of years ago but there has been speculation of late than he may be allowed to leave.
Jones said: "Glenn Loovens is a player I would love to bring back to Cardiff. Unfortunately I am unable to buy players so the only way it would happen was if it was a loan deal. I will wait and see what happens with Celtic but if he is not in their plans then I would be keen to bring him back to Cardiff on-loan."
When asked if a move for Loovens could be part of a deal to send Peter Whittingham to Celtic, Jones replied
"Peter Whittingham is a midfielder who has scored 23 goals last season and no disrespect, but I would be crazy to swap him for Glenn Loovens. That is just not going to happen."
