Roberts arrives at Ninian Park on Saturday as part of a Norwich City side leading the table and firmly on course to return to the Premiership after an absence of nine years.
But the 15-times capped striker, who was on target when the Bluebirds were thumped 4-1 at Carrow Road in December, claims City ought to have also established themselves as one of the leading promotion contenders.
"To be honest, it surprises me that Cardiff have not cemented a place in the play-off positions by now," said the Bangor-born player.
"I know they're only six or seven points away, but, when you look at the quality in the Cardiff squad, I would have expected them to be there already.
