Dekel Keinan looked to have won it for Cardiff with an 82nd min header but City were caught cold a couple of mins before the 90 were up when Andy Gray scored his second to deny City second place in the Championship.
Peter Whittingham scored a stunning volley midway through the first half to put City in front but a weak defensive header fell to Gray and his shot brought the visitors level.
A crowd that topped 23,000 left disappointed and frustrated with City's failure to take all three points. There is also an injury concern for Michael Chopra who went off in the first half.
