"Robbie needs to sit down in the summer and decide what he really wants to do in the future, " said George Scott.
"At a push, in probability, he will remain with Cardiff, but you do not want to be rushed into anything when there is the opportunity to take your time about it.
"I know the chairman and manager at Cardiff want Robbie to remain. Dave Jones is well aware of what Robbie is capable of. It is just a matter of Robbie thinking things through."
Fowler last played for City as a last minute sub in the defeat at Bristol City. His scoring record of 6 goals from 13 games is excellent but injury curtailed any chance of a decent run in the side.
"I do believe if Robbie had remained fit, things would have been a lot different in the league," Scott continued.
"That is no offence to the players who came in, but Dave Jones has been running with a small squad.
"It was a big blow to him not to have Robbie available and I'm sure he would be the first to admit that."
Jones has to decide if he is going to offer Hasselbaink and/or Fowler the option of a second year.
