The press are pretty sure that Cardiff have outbid Rangers with a fee of around £2m mentioned. The Gers were though to have been sent packing when they offered a mere £1m.
Dundee Utd manager Peter Houston thinks that Goodwillie needs a fresh start away from SCotland.
"If Rangers match any bids from someone else then it will be up to David where he goes and that will be fine by me because, ultimately, it will be his decision," said Houston.
"But, in my opinion, he should get out of the limelight and start afresh elsewhere. We keep reading all these people advising David that he has to go to Rangers for medals and all this stuff.
"There is no doubt that of all the clubs mentioned so far (in relation to signing Goodwillie) Rangers are by far the biggest.
"However, as someone who knows David well, and has worked with him for five years, with all the troubles he has had off the field he would be better going elsewhere.
Rangers have already upset Dundee Utd chairman Stephen Thompson.
"Rangers should start talking sensibly about a transfer fee for David Goodwillie," said the Tannadice chairman. "If not, then they shouldn't bother us and instead should perhaps look for a player elsewhere.
"Also, they should stop talking publicly about one of our employees. My message to them is that they know the valuation we have put on David and should come up with the money we are asking for or forget it."
