Chopra's frustration at the club for not sorting the finances and bringing in new players resulted is some pretty strong comments (as previously reported).
"A bit foolish on his part - he thought he was helping out, but in the wrong way," Dave Jones said.
"Chops is committed... but he's hurting like everybody else and he thought by saying what he was saying was doing the right thing, but basically it was the wrong thing."
Jones is continuing to work on improving his squad but he's facing restrictions on actually signing players.
"We've got players that we're trying to bring in, we're working hard at it," Jones added.
"It's difficult when you're trying to loan players because everybody will try and sell them first, so nothing different to every year that I've been at this football club.
"Sometimes you've got to bide your time. But... I think we've lost eight or nine players this year and there's only one we've tried to keep hold of, which was Joe [Ledley].
"We've kept the bulk of what was here, the players we wanted and now we've got to try and build on that.
"Unfortunately because of the circumstances it's taking longer than what some people want, including me."
