Chopra, who qualifies through Indian born grandparents, watched the national side get beat 9 - 1 by Kuwait in Abu Dhabi and held talks with India coach Bob Houghton.
Talks are at a very early stage with potential passport issues to overcome, to play for India you need to hold an Indian passport, something he doesn't have.
Chopra has previously represented England at U21 level.
India face UAE on Thursday but Chops will be back in Cardiff preparing for City's clash with Nottingham Forest.
An issue for Cardiff if he did go to play for India is that they will play in the Asian Cup in January meaning he would miss several City matches.
