Capital and Regional (Leckwith) Ltd's offer has been accepted by Cardiff council and the developers will be given a 999-year lease at a rent of £1 a year as part of the multi-million pound deal.
It is understood the developers will also be responsible for carrying out remediation works on the site and constructing roads.
