Irishman Kennedy, 34, had recently signed a one year deal with Cardiff City but the chance of two more years work appears to be too good an offer to turn down.
Roy Keane has been a long time admirer and it looks like he might finally get his man in the next day or so.
"Sparky was offered a two year contract at Ipswich and they came in with an offer," Dave Jones told Cardiff's official website.
"We think its good business for us considering he's 34 and with only a year on his contract. It's also a sensible move for him, so it makes sense bearing in mind those two factors."
Kennedy was not with City at Notts County but said to be in Ipswich undergoing a medical.
Jones is wanting to bring in new players but his hands are tied at the moment with transfer embargoes.
"We're still looking at players we want to bring in; it's unfortunate that that's taking longer than we would have wished but we're progressing."
